The Holyoke Planning Department oversees both commercial and residential development in the city. It reviews site plans for the citizen-run Planning Board of all commercial and industrial projects exceeding 5,000 sq. ft.

Planning also oversees federal census-taking and mapping, as well as zoning maps. It works in conjunction with the Office of Community Development to plan improvements to the city’s neighborhood infrastructure and recreation areas.
